The Post Graduation Course in
Andhra Medical College at Visakhapatnam is affiliated to the
NTR University of Health Sciences situated in Vijayawada. At
, there are clinical courses offered in Medicine,
Surgery, Obstetrics and Gynaecology at the Degree and
Diploma level. Non-clinical courses too are offered at the
Degree and Diploma levels.
Local candidates
from Andhra Pradesh enjoy a 85% quota during admissions as
per Regulations of Admission order, 1974. In-service
candidates (candidates serving in Government organisations)
are offered a 15% quota during admissions in clinical
courses and 30% in non-clinical courses.
Post
Graduation course in R.T. is a State-wide course and this
course is regulated as per the provision in the Andhra
Pradesh Educational Institutions Order (Regulations of
Admission). |

are some specific courses which are offered with a quota
during admissions for the local candidates. There are
many districts which come under the purview of 'Local Area'.
Local candidates seeking admissions are being considered
under the 'Local Area' category. Following is a mention of
the districts which come under the State of Andhra Pradesh
and are considered under the category of 'Local
Area':

| i) |
The part of the State
comprising the districts of Srikakulum, Vizianagaram,
Visakhapatnam, East Godavari, West Godavari, Krishna,
Guntur and Prakasam (Andhra University and Nagarjuna
University area) shall be regarded as the local area
for the purpose of admissions into the Andhra Medical
College, Visakhapatnam, Rangaraya Medical College,
Kakinada and Guntur Medical College in
Guntur. |
| ii) |
The part of the State
comprising the districts of Adilabad, Hyderabad
(including twin cities) Rangareddy, Karimnagar,
Khammam, Medak, Mehboobnagar, Nalgonda, Nizamabad and
Warangal (Osmania University and Kakatiya University
area) shall be regarded as the local area for the
purpose of admissions to the Osmania Medical College,
Hyderabad, Gandhi Medical College in Hyderabad and
Kakatiya Medical College in Warangal. |
| iii) |
The part of the State
comprising the districts of Anantapur, Kurnool,
Chittoor, Cuddapah and Nellore (S.V. University area)
is regarded as local area for the purpose of
admissions to Kurnool Medical College, Kurnool and
S.V. Medical College in Tirupathi.

Local Candidates:
Eligibility of a local candidate would be valid if
she/he has studied in an educational institution for a
period of not less than four consecutive academic years in
which she/he has appeared in the relevant examination. There
are many other eligibility criterion which are followed.
Following is a mention of the same:

When during the whole or any
part of the four consecutive academic years ending with the
academic year in which he/she appeared or as the case may be
first appeared for the relevant qualifying examination,
he/she has studied in local Educational institutions, if
he/she had resided in that local area for a period of not
less than four years immediately preceding the date of
commencement of the relevant qualifying examination, in
which he/she appeared. |
| i) |
If he/she has studied
in educational institutions in the State for a period
of not less than seven consecutive academic years
ending with academic year in which he/she appeared or
as the case may have first appeared for the relevant
qualifying examination be regarded as local candidate
in relation to: |

| a) |
Such local area
where he/she has studied for the maximum period
out of the said period of seven
years. |
| b) |
Where the period
of his/her study in two or more local areas are
equal, such local area where he/she has last
studied in such equal
periods. | |
| ii) |
If during the whole or
any part of the seven consecutive academic years
ending with academic years ending with academic year
in which he/she appeared or as the case may be first
appeared for relevant qualifying examination, he/she
has not studied in the educational institution in any
local areas, but he/she has resided in the State
during the whole of the said period of seven years be
regarded as a local candidate in relation
to: |
| iii) |
| a) |
Such local area
where he/she has resided for the maximum period
out of the said period of seven
years. |
| b) |
Where the period
of his/her residence in two or more local areas
has been equal, such local area where he/she has
resided last in such equal
periods. |
| c) |
While determining
under sub-regulation (a), the number of seats to
be reserved in favour of local candidates, any
fraction of seat shall be counted as one
provided that there shall be one unreserved
seat. |
| d) |
If a local candidate in respect of
a local area is not available to fill any seats
reserved. |
|
(or)
Allocated in favour of local candidate in
respect of that local area, such seats shall be
filled in as if it had not been
reserved. |
| e) |
The
applicant who claims to be a local candidate
with some
reference. | | |
|
Un-reserved seats:
Apart from the reserved seats under various quotas and
categories, there are some unreserved seats, which are also
called 'open' seats. Candidates who fall in the
following categories are eligible to apply for admissions in
the remaining 15% of seats for the MBBS
course: |
| i) |
Candidates who have
resided in the State for a total period of 10 years
excluding their period of study outside the State, or
either of those parents have resided in the State for
a total period of 10 years excluding period of
employment outside the State. |
| ii) |
Candidates who are
children of parents who are in the employment of the
State of Central Government, Public Sector
Corporations, Local bodies, Universities and
their similar quasi-Public Institutions in the
State. |
| iii) |
Candidates, who are
spouses of those in employment of this State or
Central Government, Public Sector Corporations, Local
Bodies, Universities and Educational Institutions
recognised by the Government or a University or other
competent authority and similar other quasi-Government
institutions within the State. |
| iv) |
Candidates who are
employed in the State Government undertakings, Public
Sector corporations, Local Bodies, Universities and
other similar quasi-Public institutions within the
State. |
| v) |
Candidates who are
spouses of the local candidates as per laid down
regulations. | |
Eligibility: Following is a mention of
the eligibility criteria to apply for the various Post
Graduate courses: |
| i) |
Candidates who possess
MBBS degree which is recognised by the Medical Council
of India and have completed internship on or before
the specified date are eligible to apply to the
fulfillment of the conditions. |
| ii) |
Candidates who are
already studying at the Post graduation, Degree or
Diploma level shall not be permitted to appear for
Entrance Test unless they discontinue the course by
remitting the bond amount and stipend drawn upto that
date before submitting the application form. Such
candidates shall have to submit a certificate issued
by the Head of the institution to that effect along
with the application
form. | |

Notification:
|
|
Notification shall be issued
by the University inviting applications from the eligible
candidates to appear for entrance test for the PG
Degree/Diploma course in the Medical
colleges. |
| 1. Entrance Test: |
| |
The test
shall consist of 200 multiple choice questions to be
answered in three hours. Each question carries one
mark. |
|

There shall be a common
entrance test for Clinical, Pre-Clinical and Para-clinical
subjects. The Entrance test is conducted keeping the MBBS
standard in view and conducted at Hyderabad, Warangal,
Visakhapatnam, Kakinada, Guntur, Tirupathi and
Kurnool.
The minimum marks required to
qualify at the Entrance test in case of SC and ST candidates
is 80 marks (40%). And minimum marks required to qualify at
the Entrance test in case of all others candidates - 100
marks (50%). |
2. Merit Lists: |
| i. |
The Examination Board
constituted by the NTR University of Health Sciences
shall set the Entrance Test papers valued either
manually or mechanically and prepare a common Master
merit list of the candidates qualified on the basis of
marks obtained in the Entrance Test to sub rule (ii).
The marks of the candidates in order of merit and in
order of Hall ticket numbers will be displayed on the
notice boards of the Colleges and in the Office of the
NTR University of Health Sciences. |
| ii. |
In case of equality of
marks in the Entrance test, total percentage of marks
in MBBS (excluding PPC and Non-medical subjects of Ist
year integrated MBBS course) upto 2 decimal places
shall be taken into consideration for fixing the
relative merit of the candidates. If the Entrance test
marks and MBBS marks are equal, marks obtained by the
candidates in the subject he opts for shall be taken
into consideration. |

NOTE: If a
candidate fails to submit the marks from the First to
the Final year of MBBS, the minimum passing marks
shall be taken into consideration. |
| iii) |
Any candidate who
wishes to have re-totaling of marks should apply to
the Registrar, NTR University of Health Sciences,
Vijayawada within five days of announcement of the
results and enclosing the fee of Rs 500/- by a crossed
demand draft drawn in favour of Registrar, NTR
University of Health Sciences in
Vijayawada. | |
3. Selections: |
| (i) |
Provisional selection
shall be made by the selection committee constituted
by the NTR University of Health Sciences in accordance
with these regulations. |
| (ii) |
The selection committee
shall display the charts showing the allocation of
seats of SCs, STs and BCs in the Medical College of
the University area (local area) at the time of
selection. |
| (iii) |
On the dates notified
in the schedule, the candidate shall be called in
order of merit by the selection committee and asked to
choose the subject in the colleges. |
| (iv) |
| a) |
Claims of the
candidates will not be considered if they are
absent when called at the time of selection and
the next in the merit list would be called. The
selected candidate will be issued with the
provisional selection intimation and shall have
to submit the original certificates. The
selected candidate shall pay fees and submit the
prescribed bond on or before the date fixed for
the same. |
| b) |
If selected
candidate fails to submit the original
certificate and pay fees or after paying the
fees fails to submit the bond within the
specified period, his/her selection stands
cancelled. | |
| (vi) |
| a) |
Vacancies after
the first round of selections shall be displayed
in all the Medical Colleges. These vacancies
will be filed by the selection committee on the
specified date at the centers, as per
schedule. |
| b) |
Resultant
vacancies will be open to all the candidates
with ranks below the rank of the candidate who
vacated the seat for that speciality, in that
area and also those candidates who were absent
in the earlier selections. |
| c) |
Unified
vacancies (Clinical/Non-Clinical) of earlier
selections will not be allotted to candidates
who are already
selected. | |
| (vii) |
The Selection Committee
shall have powers to review the provisional selection
in case of any errors, misrepresentation, fraud or
glaring injustice. In all matters relating to
selections and admissions, the decision of the
selection committee shall be final and binding on the
candidates and selections cannot be questioned after
closure of
admissions. | 4. Admission Rules:
| (i) |
The dates of admission
of selected candidates will be communicated to them in
their letter of selection. |
| (ii) |
All the candidates
joining the Post Graduate, Degree, Diploma courses
should execute the bond on a stamp paper of Rs 100/-
value to the effect that he/she will complete the
prescribed period of training or in default to pay Rs
50,000/- (Rupees Fifty Thousand only) to the
University and shall refund the amount received as
stipend upto that date, to the
Government. |
| (iii) |
The original
certificates submitted by the candidates shall not be
returned to the candidates till they complete their
courses of study, subject to sub-regulation (ii)
above. |
| (iv) |
Attendance:
Candidates selected for the various courses should
be full-time students. Service candidates will have to
apply for leave to pursue their studies and are
required to produce the leave sanction order from the
competent authority not later than three months after
joining the course. The candidate is required to put
in a minimum of 85% attendance during each calendar
year for being eligible to appear for the Post
Graduation examinations. |
| (viii) |
College Regulations:
Candidates are required to follow the rules and
regulations of the college and should also abide by
the regulations of the University. Under no
circumstances should they have any correspondence with
the higher authorities directly without routing
through proper channel. |
| (ix) |
Fees:
After the selection of candidates in the Post
Graduation courses, fees is to be paid towards the
following: |
|
| a) |
Tuition
fee: All the candidates after their
selection are required to pay the tuition fee as
prescribed by the Government from time to time.
If any of the candidates who joined in a course
is allotted a seat in any other Medical College
then the tuition fees paid by the candidate will
be adjusted to be newly selected course/college.
The tuition fee paid once shall not be refunded
under any circumstances. |
| b) |
All the selected
candidates shall pay their fees in the form of
crossed demand drafts drawn on any Nationalised
Bank in favour of Registrar, NTR University of
Health Sciences payable at Vijayawada along with
the bond. The fee once paid shall not be
refunded under any
circumstances. | |
| (x) |
Stipends:
Stipends shall be paid by the Principal of the College
concerned as per the orders of the Govt. of Andhra
Pradesh. |
| (xi) |
Deputation to
in-service candidates selected under service quota
shall be restricted to three years only i.e., 36
months. The candidates selected to prosecute Post
Graduate courses under in-service quota shall be
sanctioned deputation for not more than one course in
his service or lifetime. The candidate selected under
service quota, shall be deputed only to such branches
specified by the concerned Director or Registrar, NTR
University of Health
Sciences. | |
| 5.
Closure of Admissions: |
(i)
The admissions shall be closed after a period of one month
after commencement of course. (ii) Any vacancy as on the
date of closure of admissions shall not be
filed. |
6. Commencement of the
courses: |
|
The course shall commence on
the date mentioned in the letter stating the candidate's
selection. The duration of the Degree course shall be of
three calendar years (36 months) from the date of
commencement of the course. The duration of Diploma course
shall be of two calendar years (24 months). The duration
shall be uniform for all the candidates, irrespective of
their individual dates of admission. |
7. Duration of Course: |
| (i) |
The duration of PG
Diploma courses is for a period of two years. The
duration of PG Degree courses is for a period of three
years, provided that in the case of students having a
recognised two-year Post Graduate diploma course in
the same subject, the period of training including the
period of examination shall be for a period of two
years. |
| (ii) |
Dissertation:
The Post Graduates who are admitted must register the
topic of their dissertation with the University within
six months of commencement of the course and approval
of the University should be obtained. |
| (iii) |
Examination in basic
sciences: For the Clinical Post-Graduate students,
examination in basic sciences shall be conducted at
the end of one year. The examination consists of one
theory paper carrying 100 marks. The student must pass
the basic sciences examination to be eligible to
appear for final examination. |
| (iv) |
A candidate registered
for MD/MS Degree Examinations should clear the
examination within four (4) years from the date of
completion of course and the candidates registered for
PG Diploma courses should clear examination within two
(2) years from the date of completion of course. If
he/she does not pass the examination within the period
specified above, he/she shall not be permitted to
appear for the examination thereafter and qualify for
the award of MD/MS Degree of PG Diploma
course. |
| (v) |
The candidate
may be required to take clinical/practical/viva-voce
examination at a center other than the college where
the candidate is to be admitted as decided by the
University. |
| (vi) |
Candidates
selected for the various courses should be full-time
students. Service candidates will have to apply for
leave to prosecute their studies and are required to
produce the leave sanction order from the competent
authority not later than three months after joining
the course. The candidate is required to pit in
minimum of 85% attendance during each calendar year
for being eligible to appear for the
examination. | |
8. Powers of the Principal: |
|
Not withstanding anything
contained in these regulations, the Principals of Medical
Colleges in the State may at any time before completion of
the postgraduate course either on their own or on the
application of any person after due and proper enquiry and
after giving the person two weeks time from the date of the
receipt of the show cause notice to submit explanation in
written and on personal hearing, order, cancellation of
admission to the 1st year Post Graduate Degree/Diploma
course if in the documents attached there to or in the
statements made either before the authority in charge of
admissions or the Principal or in any other manner. Against
any such order of the Principal, an appeal shall lie with
the Registrar, NTR University of Health Sciences, in
Vijayawada, Andhra Pradesh. |
